Well, there is something to it...
ISO/IEC 9945-2:1993 is approved as an International Standard,
hopefully to be published within a couple of months.
UTF-2 is *not* included in the ISO/IEC 9945-2:1993 standard.
There is an addendum to IS 9945-2 to be published one or two
years from now. This is currently known as .2b and UTF-2 *is*
currently in the draft of this addendum (along with BASE64 and
some other MIME stuff!)
