Registration of new character set

Subject: Registration of new character set
I am responsible for registering character sets and code pages
within IBM and I would like to register an additional IBM character
set (= IBM code page) to IANA. I believe the first step in that
process is to propose the registration to this mail list, hence this
note.
This code page is IBM-866 known as "Personal Computer Cyrillic
Russian." It is the standard code page for Russian for IBM DOS and
OS/2. It is also used by Microsoft, known as "MS-DOS Cyrillic CIS 1."

code page definition. The registration procedure is not clear about
whether any discussion about this request should take place on this
