RFC 3629 / STD 63 - UTF-8 published

Hi,

The revised UTF-8 RFC is now available at:

    ftp://ftp.isi.edu/in-notes/rfc3629.txt

It has advanced from Draft Standard (RFC 2277) to full
Standard (STD 63) status.

Thanks very much to Francois Yergeau for his hard work
getting the words right.  And thanks to the contributors
for their comments.
