EBCDIC-based charsets are not suitable for MIME, since if the charset tag
is not recognised it will be treated as US-ASCII (see RFC 2049). MTAs may
also assume that charsets used for e-mail are based on ASCII (whether they
should or not).

It should also be checked whether this charset is the same as any of the
existing EBCDIC charsets.
