Hi Ned,

Maybe not totally obscure, but pretty obscure.  From the IANA home
page (http://www.iana.org) you must select the pretty obscure link
for 'Protocol Number Assignment Services' to get the main IANA index.
Then you must guess to look under 'C' for the Charset Mailing List info.

I understand Michael's problems.  It took me a long time to find this
info two years ago, when last I had to resubscribe from a new machine.

If nothing else, the IANA home page main index item could be MUCH 
better titled.

It did, but since you're not subscribed to the list it required manual

As I just told you in private mail, the procedure is described at:

This instruction sheet is listed in the primary IANA index under "Character
Sets Mailing List Information".

I'm sure this could be organized better, but OTOH it isn't exactly obscure
either.
