UTF-8 is preferred to windows-1252 when permissible.
UTF-8 is preferred to ISO-8859-1 when permissible.

Such statements about UTF-8 versus some non-Unicode charset, perfectly
agreeable as formulated above, by themselves renders no "charset"
obsolete or of limited use.
